Needs more than that, it will be sitting on the unibody with an empty engine bay and now suspension or lift components after I roll out of there.:D

Whichever tow company has the contract to do it. When I was unfortunate enough to have something towed it went out to a place that was on Van Dorn right before you cross under 495.

If i remember correctly its like 30 or 60 days they have to wait for a party to claim ownership then the courts or something grant them ownership. Thats how it worked for a towing company down in Ga when we bought the camaro.

In VA, it is illegal to sell a vehicle without a title. They would have to go through the process of a mechanic's lein on the vehicle. This makes it a salvage title on top of it.
