I'm confused here. February 31st? There is no such date.

Do you mean (correct me if I'm wrong);

If some one is getting recognized at a promotion party on the last hour of the last work day of the month (in this month's case, Friday 29 April 2011), but their actually date of rank is later, which date do they actually start wearing and getting paid for the rank?

In that case, you only "celebrate" during the pinning on/promotion ceremony, and you would actually start wearing the rank on your date of promotion.

For Senior Airman it goes liek this -

4 year enlistment w/o rotc or college - Sews on at 36 months of service

4 year enlistment w/rotc and/or college - Sew on at 28 months of service

6 year enlistment regardless of college or rotc - Sew on at 28 months of service

If the Airman is selected for Below The Zone (BTZ), they will sew on 6 months early (30 months for the 4 yr, and 22 months for the 4/6yr with college/rotc)

The "28" or "36" months of service is based off of your first date of enlistment, I.E. Your first day in Basic Military Training.

Hope this helps man.
