Newbie question

Guy's here is newbie question for you. I just recieved my new rear bumper and spare tire mount for my YJ. I have been fighting the old rusty bolts this afternoon holding the bumperettes and rear hitch. The bolts which appear to be holding the hinged skid plate over the gas tank. If these are removed will the gas tank drop or is there a strap or something holding the tank in? It's a real pain trying to get to the bolts out without dropping that plate. Thanks guy's for any input.
