Yep, more than likely the clock spring.
I have a 97 wrangler and a while ago I left the top down and it rained after that my horn hasn't worked since, i thought it might be the horn relay so I replaced that today and that didn't fix it. so now I am thinking it's the clock spring? just wanted a second opinion before I bought one.

I read on another forum that someone took their clock spring apart and cleaned it and put it back in and it worked, is there a likelihood of that happening.
Might as well give it a shot before u spend money!!!
