Well, you might be able to run some 31" tires without a lift. (and you can run a pretty big tire on 15" wheels, no need to go to 16" unless you want to/get a good deal on a set)
But remember, for every inch of tire size you go up, the Jeep is only going up 1/2"
If you ant to run a 33" tire, you'll need to do some lift, or a lift and cutting/trimming.
As far as lifts go, there are a lot of them to choose from. Mine is 'mostly' RE (Rubicon Express) I have RE leaves and coils, with Iron Rock long arms.
It's pretty easy to lift an XJ 2", by using a 'Budget Boost', basically spacers up front for the coils, and either blocks, or an AAL in back. (AAL is an Add A Leaf)
A budget boost will let you run 31's or 32's with little to no rubbing.
