here's a good site to get parts to get set up: http://www.hamradio.com/index.cfm
you can install it, but do not transmit until you get at a minimum, your technician class license. the test is pretty easy if you have a little knowledge in basic electronics and communications. this site has practice tests to get you prepared, and they are actual questions on the tests, so pass this one a couple times, and your ready. http://www.qrz.com/testing.html

ICOM makes a good radio, i have a 2m/440 w/detachable face in my jeep.
