depending on rust or lack there of, you're about right on what I'd give. But you've got some major work to do. Yes, a loose control arm bolt would cause shakes.
Ok went and looked at a jeep today. It's not the best jeep in the work but it's a jeep. So I got there and it's and 85 so it's an amc it has a 2.5 in it (wanted a 4.0) and it has a carb instead of fuel injected. The interior is pretty much gutted, I mean it has the seats but no door panels or carpet. It has a broken window cause the radio was stolen. Now for the scary. It looks like to me one of the bolts on the lower control arm (i think it;s the lower control arm) is hanging out. He said it's striped. I was wondering how hard it would be to fix? The scariest thing is it's a manual and 2nd very seldomly works and the only way to get reverse to work is to turn of the motor and it goes right in. He had a new slave cylinder put in and that didn't work someone told him the clutch needs to be adjusted. He just got the drive shaft balanced and a new front yoke in. The jeep is lifted I think maybe about 3 inches and i already forget the tire size they might be 31's. Just looking for some advice he wanted 800 I offered 600. What do you guys think and does it sound like a tranny problem or a lift problem. Btw it seems to me like he has the death wobble to cause he said he only takes it up to 40 cause it shakes. Could it be that bolt and it only has 70,000 miles on it. Thanks in advance and all advice is appreciated. P.s. would a carb jeep have problems cutting out while flexing and moderate rock climbing? It's an xj too.

Walk away from it.
Also, anyone to lazy to replace a bolt that's holding in an integral piece of the suspension....... there's probably a lot more wrong with it than you see.
Again, walk away from it.
If you're looking for something that you want to spend a lot of time working on and rebuilding, then grab it.

$800 is a great price for an old XJ, but save your $$. Spend a bit more and get a 1991-up 4.0.
