If you have any stick out, remove the winch plate and weld on a bolt then back it out.

Did it break going together? Or when you tried to remove the bolt for mounting?

Yea and if worse come to worse I have done this in the past. Pull out my magic wand (plasma cutter) and cut a section out of the top, remove bolt and or bolt and nut. Weld nut back on and weld the section you took out back in.
TIP: Make a template using a piece of heavy paper larger than the section you intend on removing. Use the center hole or bolt stick out to put hole in paper with. Now put a line at the top/bottom of the edge of the paper using a scribe to show some bare metal. Put section back in with new bolt/nut and tack the section removed. Check to make sure your nut/bolt are good in placement and finish weld.

I know the motor pools Common #1 tool room has several extractor sets (if you have a motor pool). I make friendly with the Motor Pool at every unit I go to. I know I will need them at some point
