I was thinking about doing a Hummer style intake on my Jeep TJ. So today I went to advance auto and started piecing together. So here is what I came home with 3'' flex duct, air filter and a 2 1/2 to 3" adapter. Ended up not doing the full Hummer style yet.

I cut the ground out with the hole some I had to make a new one.
Next I ran the hose
Then I wrapped it to cool the air

First off I did forget to get a filter for the valve cover. I just ran and got one but no photo it two dark out. Anyway after the install there is a big difference in noise, if you get on the gas. There is a little air noise coming from the vents. That's were the intake filter is sitting at. There seems to be a little more power but it could be the noise not sure yet. I will be checking intake temps soon. I'm sure its cooler then stock.
good luck keeping it dry, also those cheap ass filters fall apart really easy if they get muddy or really plugged. seen one first hand suck the paper element into the intake cause it was slightly plugged.
also with the ribbed flex duct theres really no way to get a sealed fit with the poly boot. id recommend putting a piece of PCV inside of it to give it some rigidity.
You are going to have to take the cowl off every time you need to access/change the filter. And like was said, you will not be able to keep it dry there.
Since you have already cut the hole, I would change it to what this guy did. It still uses your stock filter/box location. It just feeds the air to the stock location from the cowl vent.

Yes you are correct about removing the cowl to change filter. As far as a seal I used rtv around the blue adapter and the hose. The filter was a cheap one I know but I wanted to do it for as low $ to see if I like it. Maybe a better one later. Water will not be a problem unless I'm over the hood in water. The filter sits to the side and there's a big drain in the center bottom.
Not trying to beat a dead horse, just don't want to see a thread on here in six months saying you are replacing your motor.
Look inside your stock air box and see how much trash, dirt, and moisture is inside it. Is it more than what gets inside your cowl? I doubt it. Here is a pic you posted of the inside of your cowl where your filter is now. The inside of the cowl is completely exposed to the elements.
