95 YJ to get 31's 0r 32"s what lift would a guy need? I dont know much about those years.

There are a number of ways. Some taller shackles, a 1" body lift, AALs, or 2.5" spring packs.
Shackle lifts aren't recommended because the leafs will flatten. I have a 3 1/2" black diamond lift on my jeep and I am happy with it. What will be needed depends on the jeep, fenders, etc. For 31's and 32's I don't think that much will be done, but if a suspension lift will be bought, I'd say get more than needed and go with bigger tires.
