On the TJ that I let my wife have, I put it between the drivers taillight and the body. I never had a problem with law enforcement. So long as the lights still work, there should be no problems.
Where do most people put them or is it personal pref? I want mine between the brake light and body. Is this acceptable to laws etc? Thanks all.

I had a big trouble getting a good ground there.
Bought this a couple years ago, it attaches using the same bolts for the spare tire carrier, works well and it can be upright or if it's garaged, turn it upside down. I use a Firestick antenna.

I've got my CB antenna mounted on the Driver side behind the brake light. I also have another behind the Passenger light that I use for my Trail Flag. I bought that one mostly because Paragon required it, but they closed before I could get there.
Both mounts are Teraflex. I would also suggest getting a spring for the mount.

how the heck do you run the coax from the tire carrier? i thought about that but couldnt get a "how to" in my head.

Every solution breeds new problems!
Depending on where it is on the carrier, start zip-tying the coax right at the mount itself to the carrier and run along the frame to the hinge. Give yourself just enough slack at the hinge so you can utilize the entire range of motion of the carrier and then pass it through the rear door close to the right side bottom door hinge. I used these adhesive squares but in black to tie down the coax and keep everything tight and clean. Then ran the coax underneath the rear bench seat, along the side up the tub and to the CB.
You can find the adhesive squares at Homedepot or lowes - just make sure the mounting surface is really clean and free of grease or they'll never stick.
