I prefer 10's but it depends on how much of a PIA your super troopers are up there. In PA on a TJ 8's are safe. 10's require larger flares to cover down.

The other consideration is street handling vs. offroad use. With a 12.50" wide tire on an 8" wheel you have more sidewall bulge which protects the wheel offroad and also provides better bead retention when you air down. A 10" rim however will provide better on road handling and may imrpove ride quality depending also on the type of tire mounted. As far as a 10" wheel sticking out past the fender flares more than an 8" wheel, that is as much a function of the amount of back spacing or offset as it is the width of the wheel. Most offroad 8" wheels will give you about 3.75" of back spacing so you have no clearance issues while turning. So a 10" wheel with 3.75" of backspacing will stick out 2" further. But if the 10" wheel only has 5" of backspacing the tire will only stick out .75" but may rub on the suspension, inside fender, etc.
